Not every contract pulls the same weight.
Upwork does not count your jobs equally. A small quick job barely nudges your score. A large contract that runs six months can move it several times as hard. So "close more good contracts" is advice with no number attached. The size and the length decide everything.
There is a second trap, and it is the one that keeps scores stuck. Only the jobs from your last 12 months that earned a star rating or written feedback count toward your JSS. A job that closed silent, with no feedback at all, never enters the score. It cannot help you, and it cannot hurt you.
Had 15 jobs last year but only 5 of them got feedback? Your real number is 5, not 15. The other ten are invisible. That gap is usually why the math feels broken when you try to do it in your head.
